The HIV Bureau of the Public Heath Division of the Department of Health (DOH) is the single largest funder of the HMAs. It is the Department of Health's federal and state regulatory responsibility to provide clinical and preventative services for HIV. The Department has adopted a working policy of funding local community agencies (e.g., the HMAs) as service providers. The development of the HMA system has allowed New Mexico to provide consistent and predictable specialty care in HIV/AIDS.
The State of New Mexico receives money from the federal Ryan White Care Act in a variety of forms. One use of Ryan White money is to assist the State in funding the HMA system. Another is to maintain an AIDS Drug Assistance Program (ADAP) to supply HIV/AIDS medication to income eligible clients. Other uses of these federal monies are to pay monthly premiums for medical insurance for eligible HIV-positive clients and to reimburse a statewide set of physicians, hospitals, x-ray centers and blood laboratories. Ryan White Care Act funding also provides for a statewide New Mexico AIDS Education and Training Center.
In addition, private funding through affiliated agencies, grants, and individual donors supports the services of the HMAs.
